Application scope
Industrial Safety Expert Conclusion for Project Documentation is a pre-requisite for start-up of any industrial project aiming at one of the following: construction, expansion, reconstruction, technical modernization, conservation and liquidation of a hazardous industrial site.

Hazardous industrial sites are defined in the Federal Law “On Industrial Safety of Hazardous Industrial Facilities" № 116-FZ dated on 21.07.1997 as plants, workshops or sites with the following characteristics:

• producing, using, processing, storing, transporting or utilizing flammable materials; oxidizing agents; fuel; explosives; toxic materials & highly toxic materials; environmentally non-friendly materials;
• using vessels working under pressure ≥ 0.07 MPa (0.7 kgf/cm2) or at a water temperature ≥ 115°С;
• using fixed hoisting machines, escalators, cableways, lifts;
• smelting ferrous and nonferrous metals;
• aiming at mining activities, mineral dressing, or works in underground conditions.

The project documentation subject to industrial safety expertise includes the following:

• Foreproject;
• FEED project (front-end engineering and design).

Detailed project resulting from the foreproject or FEED is not liable to additional expertise.

Any modifications to the initial project documentation are subject to industrial safety expertise as well.

Legal framework
The Industrial Safety approval system has been regulated in Russia by the Federal Law “On Industrial Safety of Hazardous Industrial Facilities" № 116-FZ dated on 21.07.1997.

Today, the permissive, controlling and supervisory functions in the field of industrial safety in Russia are entrusted to the Federal Service for Ecological, Technological and Nuclear Supervision, abbreviated as Rostekhnadzor (RTN).

Before 2004, in accordance with the Governmental Decree № 1540 dated on 25.12.1998, industrial safety was supervised by the Federal Mining and Industrial Inspectorate of Russia, better known under the acronym of GGTN (Gosgortekhnadzor).

However, in March 2004, as a result of the Russian administration reform Gosgortekhnadzor had been transformed into the Federal Service for Technological Supervision, which has been further united with the Federal Service for Nuclear Supervision, as per Presidential Decree № 649 dated on 20.05.2004. The newly created Rostekhnadzor has been also delegated the responsibilities in the field of environmental control, which formerly had been assumed by the Federal Service for Environment and Nature Management Supervision.

Industrial Safety Expert Conclusion for Project Documentation confirms that the reviewed design conforms to the Russian industrial safety requirements and that the project can be launched.

Procedure
Industrial safety expertise of project documentation is to be carried out by agencies properly licensed by Rostekhnadzor. Either owner of the site or its contractor may be applicant for the expertise upon mutual agreement between the two parties.

The design review consists of documentary analysis focusing on finding out whether the provided information is complete, authentic and correct as well as on its conformity with industrial safety standards, norms and regulations.

The Industrial Safety Expert Conclusion for Project Documentation drafted by Rostekhnadzor licensed agency is to be approved and registered by Rostekhnadzor headquarters or, alternatively, by its regional office. The project owner / project contractor may start construction of the site as soon as a registration number is set.
